Developer Gentoo Homes is offering the deal on a range of three-bedroom homes in the first phase of the development.
The Government introduced discount market value homes in 2015, as part of a push to deliver affordable housing.
Gentoo Homes said the concept is relatively unheard of, but it has already had success with a similar scheme in Wylam.
Anthony Lowther, assistant director at Gentoo Homes, said: “It’s a great way for local residents who may have not otherwise been able to afford to get their foot on the housing ladder.
“We’re delighted to make such a commitment and hope that local people seize this rare opportunity to live in such a beautiful setting.”
The discount is attached to properties for their lifetime, meaning the homes will also be re-sold at 80 per cent of their market value.
The council will give priority to residents of Northumberland or people with a strong local connection.
