The jury at the inquest of Prudhoe teenager Jamie Johnson returned a verdict of death by misadventure on Friday.
The 19-year-old, of West Road, was killed on February 9, 2006, after he crashed his motorcycle into a parked car in Riding Terrace, Mickley, after being tracked by a police car.
His pillion passenger Richie Proud, of Ovingham, survived the accident but was severely injured as a result.
Following the verdict, Jamie's father Stephen, mother Debbie and brother Carl issued a statement. It read: "We have a deep sense of loss following the death of Jamie. We remember him as a kind and happy lad who was a good friend to all who knew him.
"The day he died, he made mistakes he did not live to regret.
"We have been surprised by many of the revelations from the inquest and continue to question whether it was necessary for police to chase two teenagers, where the risk of such an outcome as this was so high."
