The application from Mr and Mrs Calverly seeks to create a residential development on agricultural land near Splitty Lane.
The site also lies within the North Pennines Area of Outstanding Natural Beauty.
Indicative layout proposals suggest that the plot of land could accommodate six detaches homes with driveways and shared access from Splitty Lane.
In his report, Northumberland County Council planning officer Daniel Puttick described the principle of the application as acceptable within both the National Planning Policy Framework and Allendale Neighbourhood Plan.
Twenty objections have been lodged, including protests from Allendale Parish Council.
And the North Pennines AONB partnership expressed its concerns that the development would not be a ‘natural or organic addition’ to Catton.
The application was approved at Tuesday’s meeting of Northumberland County Council’s planning committee.
