Dylan Monnelly was travelling east in the early hours of Wednesday morning when the Renault Clio he was driving flipped over.
Ambulance crews, police and the fire service were called just after 1am to the scene, one mile from the Bridge End roundabout, but Dylan was pronounced dead.
The eastbound A69 was closed between Hexham and the Stagshaw Road junction, near Corbridge, until 8.30am while the wreckage was cleared from the road.
A 27-year-old man and a 21-year-old woman were arrested on Wednesday on suspicion of causing death by dangerous driving. They were released on bail.
Police would like to hear from anyone who saw a Vauxhall Astra and Renault Clio being driven around the A69 or Hexham town centre in the lead up to the incident. The number to call is 101 quoting reference 38 of the 19/10/16.
